One of the community members insisted on adding four names of other community members who were supposed to attend the meeting, but they could not make it. Please refer to the Attendance register attached at the end of this document. Proceedings: ITEM DESCRIPTION PERSON 1 Welcome and Introductions All in attendance were welcomed by the Environmental Consultant on behalf of EnviroPlan Consulting. Ms. Fredrika Shagama 2 Purpose of Meeting -Ms. Shagama presented the agenda of the meeting to the community members in attendance. There were some elderlies from the community who only spoke Damara Nama language. Therefore, for inclusivity and transparency, Mr. Richardo Maletsky provided translations of the meeting proceedings from English to Damara Nama and vice versa for the community members (attendees). -The meeting was aimed at allowing the local communities an opportunity to learn about the project and what is planned in that regard. To allow the public an opportunity to provide their comments, questions, and concerns directly to the project team and open dialogue for questions and answers. Ms. Fredrika Shagama Mr. Ricardo Maletsky === PDF PAGE 2 === Page 2 of 4 ITEM DESCRIPTION PERSON -EnviroPlan Consulting is undertaking this process in compliance with the Environmental Management Act No. 7 of 2007 and its 2012 EIA Regulations and apply for the environmental clearance for the project with the Ministry of Environment, Forestry and Tourism. Public Consultation and Engagement is one of the requirements under Section 21 to 24, hence the need for full participation of local communities and any other interested and affected parties to raise issues and comment on the proposed project activities. -The Environmental Impact Assessment process in Namibia was explained to the members in attendance. 3 Background and overview of the project • The map of the EPLs was distributed to the meeting attendees for orientation and the copies of the printed Background Information Documents (BIDs) comprising the proposed mineral activities. • The Environmental Consultant also presented the planned activities associated with the exploration works. • All anticipated positive and negative environmental impacts were thoroughly disclosed and discussed by the Environmental Consultant so that the community members would understand the implications of the project activities. • The Consultant concluded the presentation and encouraged the attendees to ask questions, raise issues and any input they would like to be considered in the Environmental documents (Environmental & Social Impact Report (ESIA) Report and Environmental & Social Management Plan (ESMP)). The ESMP will be developed to provide remediation and action measures. Ms. Fredrika Shagama Mr. Ricardo Maletsky 4 Open Discussion: Comments, issues, concerns, and Questions & Answer Session -The meeting attendees were requested to raise their hands, introduce themselves and raise their comments/issues and or suggestion so that the Consultant could take note of the inputs for incorporation into the meeting minutes and environmental reporting. All The Summary of issues and comments raised during the Consultation Meeting in Klein Spitzkoppe on 21 April 2022 are presented below. === PDF PAGE 3 === Page 3 of 4 ASPECT COMMENTATOR / I&AP COMMENT, QUESTION, CONCERN RAISED Environmental Preservation Mr. Michael Nawaseb -The Proponent should preserve the natural and social environment during their works in the area. -The exploration and related works should not be conducted on the mountains because of the presence of rock paintings that are found on almost every mountain in the area. Corporate Social Responsibility -The Proponent should try to help the community with improving the water supply, by drilling even and equipping one borehole for them during exploration and even provide solar energy (electricity) to the communities. Appropriate engagement procedures and channels The Proponent should come to the Klein Spitzkoppe community through the elected committee development leaders and not through individuals in the communities or traditional authorities only. Corporate Social Responsibility Mr. Hansie Geiseb -The Proponent should try to invest in the community the community development trust (CDT) so that the funds can be used for different community projects such as aiding vulnerable children and setting up a community campsite for tourism purposes. Furthermore, the funds donated to the CDT can also be used to build better shelters for the communities. Transparency and inclusivity of locals From experience, some project owners do not notify the local communities (properly involve them) prior to the commencement of their work and not communities mostly waking up to equipment or vehicles in the area and they have no idea what they are all about. It could also be a case of the EIA Studies not conducted properly from the beginning to include locals. This should be changed and upheld, not only during EIA Studies but also during project implementation. History of Mining and benefiting other communities The history mining related activities in the area had just been benefiting the communities in Great Spitzkoppe and leaving out the communities in and around Klein Spitzkoppe where the actual work is done and the affected area. This needs to change. === PDF PAGE 4 === Page 4 of 4 ASPECT COMMENTATOR / I&AP COMMENT, QUESTION, CONCERN RAISED Corporate Social Responsibility -The project owner should consider investing in community education through scholarships to further studies or small businesses, and other community projects. -If the ECC is granted, they should also consider drilling water for the community. Priority of employment to local communities Ms. Hildegard Pietersen -The work that can be done by the locals should be given to them and priority given to the locals for all jobs that they can perform. Improvement of services infrastructure Mr. Roveh Pala -If and where possible, consider establishing infrastructure such as local health centres because there is nothing in the community. -They should also consider investing in the local schools through donating school uniforms Groundwater quality issues in the area Mr. Richardo Maletsky -The community does not have water because it is polluted by the natural uranium encountered in the areas’ groundwater. The water quality is bad, and this is a health risk to us. -The community has been relying on rainwater recently because the mono pump of the community borehole is broken. The borehole was drilled and donated by Africa Granite Mine when they were operating in the area, and they are no longer in the area to assist. The above issues raised, comments and suggestions provided were recorded to form basis of the ESIA and ESMP CONCLUSION AND CLOSING REMARKS • Ms. Shagama posed a question to the attendees if they know of significant heritage sites in the area. They acknowledged and confirmed that the mountain in the area are homes to many rock paintings and other sites or objects of heritage significance. Public Consultation and Engagement is one of the requirements under Section 21 to 24, hence the need for full participation of local communities and any other interested and affected parties to raise issues and comment on the proposed project activities. -The Environmental Impact Assessment process in Namibia was explained to the members in attendance. 3 Background and overview of the project • The map of the EPLs was distributed to the meeting attendees for orientation and the copies of the printed Background Information Documents (BIDs) comprising the proposed mineral activities. • The Environmental Consultant also presented the planned activities associated with the exploration works. • All anticipated positive and negative environmental impacts were thoroughly disclosed and discussed by the Environmental Consultant so that the community members would understand the implications of the project activities. • The Consultant concluded the presentation and encouraged the attendees to ask questions, raise issues and any input they would like to be considered in the Environmental documents (Environmental & Social Impact Report (ESIA) Report and Environmental & Social Management Plan (ESMP)). The ESMP will be developed to provide remediation and action measures. Corporate Social Responsibility -The Proponent should try to help the community with improving the water supply, by drilling even and equipping one borehole for them during exploration and even provide solar energy (electricity) to the communities. Appropriate engagement procedures and channels The Proponent should come to the Klein Spitzkoppe community through the elected committee development leaders and not through individuals in the communities or traditional authorities only. Corporate Social Responsibility Mr. Hansie Geiseb -The Proponent should try to invest in the community the community development trust (CDT) so that the funds can be used for different community projects such as aiding vulnerable children and setting up a community campsite for tourism purposes. Furthermore, the funds donated to the CDT can also be used to build better shelters for the communities. Transparency and inclusivity of locals From experience, some project owners do not notify the local communities (properly involve them) prior to the commencement of their work and not communities mostly waking up to equipment or vehicles in the area and they have no idea what they are all about. It could also be a case of the EIA Studies not conducted properly from the beginning to include locals. This should be changed and upheld, not only during EIA Studies but also during project implementation. History of Mining and benefiting other communities The history mining related activities in the area had just been benefiting the communities in Great Spitzkoppe and leaving out the communities in and around Klein Spitzkoppe where the actual work is done and the affected area. This needs to change. === PDF PAGE 27 === Page 4 of 4 ASPECT COMMENTATOR / I&AP COMMENT, QUESTION, CONCERN RAISED Corporate Social Responsibility -The project owner should consider investing in community education through scholarships to further studies or small businesses, and other community projects. -If the ECC is granted, they should also consider drilling water for the community. Priority of employment to local communities Ms. Hildegard Pietersen -The work that can be done by the locals should be given to them and priority given to the locals for all jobs that they can perform. Improvement of services infrastructure Mr. Roveh Pala -If and where possible, consider establishing infrastructure such as local health centres because there is nothing in the community. -They should also consider investing in the local schools through donating school uniforms Groundwater quality issues in the area Mr. Richardo Maletsky -The community does not have water because it is polluted by the natural uranium encountered in the areas’ groundwater. The water quality is bad, and this is a health risk to us. -The community has been relying on rainwater recently because the mono pump of the community borehole is broken. The borehole was drilled and donated by Africa Granite Mine when they were operating in the area, and they are no longer in the area to assist. The above issues raised, comments and suggestions provided were recorded to form basis of the ESIA and ESMP CONCLUSION AND CLOSING REMARKS • Ms. Shagama posed a question to the attendees if they know of significant heritage sites in the area. They acknowledged and confirmed that the mountain in the area are homes to many rock paintings and other sites or objects of heritage significance.
